PARISH POLICIES
General The administration of the Jewell County U.M. Parish shall conform to the constitution of the Parish. The Parish has adopted as an on going project the collection and delivery of used clothing for the Mission Thrift Shop and Urban Ministries and other agencies. (November 15, 1978) The Parish Policies shall be printed each year in the Parish Charge Conference Booklet. (May 15, 1985) The Parish Council The Council consisting of three regular members and one alternate member from each church, shall meet bimonthly, and may change temporarily the Council meetings from Wednesday to another day as chosen by the council. By custom, refreshments may be served after devotions. The council shall hear reports of the treasurer, the staff, the Executive Committee, and such other committees and task forces as may be appropriate, and take such action as may be necessary. It shall cause to be prepared a Parish Budget and a Parish Program. It shall annually consider for approval of Pastor's Allowance on IRS Resolutions (May 18, 1979). It shall review and evaluate Parish Programs (April 16, 1980), and review and update Parish Policies (April 16, 1980). Committees of the Council The Executive Committee shall consist of the President Vice President, Secretary, and Treasurer, who shall be nominated by the Nominating Committee and elected annually by the Council. The Parish Council may use a Co Treasurer to work with the Treasurer in all financial matters of the Parish. The Co Treasurer shall not be considered a voting member of the Executive Committee (Sept. 29, 1995). There shall be also one member representing each Church for each Church not represented in list of officers. These persons shall be nominated by their local Church Parish Council members and elected by the Parish Council at the same meeting that the regular election of the President, Vice President, Secretary and Treasurer takes place. The officers shall be ex officio unless they are also a representative from their local Church. The President may vote to break a tie. The Treasurer, Co Treasurer, President or Vice President may sign checks (Sept. 29, 1995). The Treasurer shall maintain an operative reserve as approved by the Parish Council. The Treasurer may receive and deposit the ministerial compensation checks from local churches. Local churches shall have the option to pay directly their Pastor's compensation, pension, and health without sending those monies through the Parish Treasurer. The Executive Committee shall serve as the Finance Committee and act as Trustees.for an property and equipment owned by the Parish including the Totten Trust Funds (May 15, 1985). The Nominations and Audit Committees shall be represented by one person from each Church, if possible. The Parish Pastor and Staff Relations Committee shall be encouraged to meet at least once per year. It may meet to consider any staff concerns or areas of support which are not related to the setting of salary or other compensation for the Pastors. Local Churches and Pastors shall be encouraged to use the Lay Speakers within the Parish when Pastors are out of the pulpit. When Lay Speakers are used to conduct worship services, they may receive mileage compensation at the Conference rate (June 10, 1979). However, it is recommended that Local Churches be responsible for pulpit supply expenses when a Lay Speaker is contacted for pulpit supply for a pastor's vacation Sunday. Ordained ministers in full time service receive four (4) weeks vacation per year (Sept. 29, 1995). Musicians shall be the responsibility of the local church. The Parish Work Area Committee shall consist of the chairperson of the Work Areas of each local Church (Feb. 15, 1984). In churches where the Administrative Council organization is used, the local church will designate a representative from its Nurture or Outreach Committee as necessary. The council may, from time to time, designate Task Forces to study and make recommendations on such matters as the council may direct. Office and Administration The Parish Director and Parish Office Administrator (March 1990) shall have supervision of the Parish Office and its administration. Some of its functions shall be: a) Purchase necessary supplies for the Parish as well as requested by local Churches or Pastors. b) Provide calling cards for the Ministers (Aug. 24, 1977) c) Compile Charge Conference reports in booklet form (Sept. 21, 1977) d) Maintain the Parish Calendar e) Prepare weekly worship bulletin and insert containing newsletter and calendar of events and Parish Council Minutes. (May 18, 1977 and Sept. 20, 1989) The part tirne office administrator (January 1998) shall be paid on a per annum basis (Jan. 18, 1998). Goals: 1 . To make recommendation to Parish Council, the District Superintendent, and Charge Conference concerning purpose, structure, and staffing. 2. Continue support of the Food Pantry and Helping Hands. 3. To plan for worship and/or fellowship opportunities as a Parish. |
