Following severe flooding and mudslides in December 1999, Venezuela sought
to rebuild in the wake of a disaster that killed as many as 30,000 people.
Paul Jeffrey went to Venezuela in January 2000 to write about and photograph
emergency efforts supported by ACT International, a world-wide alliance of
church disaster agencies. These are a selection of his photos. A sampling of his
